Actually no, gta SA was just supposed to have the friends system from gta 4 onward, you were supposed to be able to hang out with sweet, smoke, ryder, cesar, woozie and others whenever you wanted and do various activities with them but they couldn't do it due to hardware limitations. But there wasn't any plan to add more than one protagonist, rockstar had that idea when they made gta 4 and episodes from liberty city, with niko, johnny and luis so with gta 5 they decided to put 3 characters again but this time not separated by dlcs but all in the same game so they introduced the switching protagonist system.

While the cutscenes are a little rough around the edges (still decent though), the transition between characters are smooth and satisfying.

This actually makes sense as to why Cesar appeared to detest T-Bone so much, however. Someone like T-Bone would make sure Jose's actually dead. I doubt Jose would walk away from T-Bone and get to Los Santos in his condition. T-Bone also most likely knows Cesar, so I doubt he'd let him walk away. And man, Sweet being unplayable for the majority of the game would've been crazy honestly.

I like how you involve Jose on Cesar's side of things, the guy has unique model but only appear once like what the heck?? Honestly if we can character switch in the game, I feel like it should be right after the mission "The Green Sabre" where you now switched to Cesar, do his own new/personal mission and in it witness how Ballas and Vagos took over everything and how his gang VLA reduced to almost nothing and his (lets say) best friend Jose died. I feel like Sweet should be playable as well at first but if his role most of the time just be in prison.. its.. well not interesting IMO.

Would be a dream to have that. That said, Sweet as a playable character wouldn't work unless you re-adapt the story. Would be less of a hassle to make the third character an ex-Vago or a PI investigating CRASH's activities. Cesar always felt like he could have been the protagonist of another story to me.
