fun fact, this CPU can take up to a 2080 Ti, tho it has to be a little overclocked to not bottleneck it, as you can see in this configuration, in most games it barely used 40% of the CPU, I would keep this CPU in my rig, but since I stream I need a 6-core, and since AMD's 6.cores are more affordable than Intel's I'm getting a Ryzen 5 5500, I'd go 5600, but it's really an unnecesary extra spent since I really don't need PCIe 4.0 since my GPU is a 1660 Super (3.0) and the 5500 with that GPU will have more than enough room to stretch while on streaming and a little of multitasking of having all those streaming programs opened

Would u suggest this? I have a dell optiplex 9020 MT and I added a Gtx 1650. I heard the intel core i7 4790k is the best cpu it can handle, so do you think this is a good choice?

For Sure GTX 1650 can great with 4790k , just use a dual channel rams enjoyed

4790K depends if you have an unlocked motherboard like Z97 or same , if you have an locked mobo like lenovo dell hp... the 4770 or 4790 normal its a good a choice ...

what cpu cooler do you use? i use the stock one and i reach 75 degrees on fortnite..

Coolermaster 212 Spectrum ... stock cooler its not recommended for 4790k, should using a good aircooling or watercooling
