gta 4 optimization, just slightly better but max payne 3 and gta 5 still runs better than this. rdr1 can probably even run on older (common at the time) geforce 8 or 200 series if it was properly optimized and uses dx9 or dx11.

It's not abnormal for me to be surprised, those who surprise us should think about this. I'm writing this as a game developer. Shadows impact FPS the most I believe, dropping them to High can increase the FPS to like 80-90 (maybe even more) FPS.

Play at max settings. Running a game at 60 fps by compromising on quality only shows obsessions with framerate numbers and not the graphics quality especially when game is 14 years old and not even remake.
