Yes, I believe so. They've had a few different bottle designs since it's rerelease in 2000 and they've all smelled the same. This doesn't seem watered down at all.

is this a soapy type of vetiver? like creed original vetiver or thiery mugler cologne?

This is a great middle of the road Vetiver. It's a little soapy, a little dry, herbal, and spicy. Very classy.
