Don't know your plans, but I would clean up all the rot and other debris under the house, and then treat everything, including the dirt, for termites. 14:44

We weren't sure what was beneath so that's why we went layer by layer

Instead of sistering on the wall, why not just remove the wood and put in a completely new piece of wood?
