I mean, he could call for Technical support from Shockwave by space Skype, or impose rank to at least one of the constructicons to help him out, or ask someone from Cybertron to take the space bridge and help him out, or even just keep a gun pointed at Starscream's head to keep him "motivated and focused". Poor Soundwave feels more like a butler rather than an officer.
