I didn't explain this so well in the video -
it's the percentage of the full inventory that's currently filled. So basically, you take each slot and add 1 if it's full, or a number less than 1 if it's not (so 0.5 if it's half full, 0.25 if it's a quarter full, 0 if it's empty, etc.). Then you take the total and divide by the number of slots. That's the percentage the inventory is full, so multiply that by 15 (the highest redstone signal strength) to get the output, rounded up.
How full a slot is depends on the type of item. So a single tool will count as a 100% full slot, but it takes 16 snowballs or 64 of most other things to reach 100%.
