Trapper Runes can be used with a slight gear modification to match Scourge/Harbinger dps builds

Using Trapper runes, what sigils do I replace? And what food and utility should I eat instead? What food and utility do you take as well?

Since that is the dps Harbinger setup, you can use the same consumable/utility. It will have -12.8% condition duration compared to the dps build, so using Sigil of Demons/Sigil of Torment on both sets should take it pretty close to the same stats. If you have the ability to swap infusions freely, expertise infusions would likely be better than condition damage infusions if bleeding and torment are not yet at +100% duration.

Run I've experimented with using Plague Signet to try to transfer conditions sooner. It's been working pretty well

Why can't I use the torch abilities?

Do you have weaponmastery unlocked from the newest expansion? If you don't, then you can't use a torch on harbinger
