I still stand by the position that the exalted were at one point intended to be mursaat, or at least closely tied to them. (They do kinda seem like a more benevolent form of Jade Armors where the soul used retains their self awareness and identity). They likely changed their mind when the idea for doing mursaat stuff in living world season 3.

I am beyond disappointed that the Exalted are confirmed to not be mursaat. It doesn't fit with previous established lore. Arena Net dropped the ball on this one in my opinion.
