Is this martial art also taught to Westerners?

Yes, it's actually one of the first kenjutsu style that was open to westerners after WW2, starting with the very famous Donn Draeger who basically paved the way for westerners in japanese traditional martial arts. You can check their official site and it should list the various dojo affiliated around the world. It's not even that rare to see westerners perform in these yearly demonstrations, but... they'd have to train in Japan at that precise time for starters!
