there is a "live license' a Bar/venue is supposed to have that permits them to play covers, but back in the day no one ever had them didn't matter 'except big venues'. When Napster started the "Sharing" that's when they started enforcing it. I think they have calmed down now for the most part.

When you play covers at a bar, The bar is supposed to pay a yearly fee to record companies. A lot of bars don’t do it though
