I have worked in Gujarat. Real practical reasons are known to people who worked on the ground. It's all about mentality of general population of a state towards business, industry. If the general population perceive rich businessman and industrialist as 'Loobhi' 'Papi' 'Shoshak', it's obvious nobody will invest.

Sir Gujarat has been like this from since early 2000's it's because Gujarat always had BJP. Other states like WB/Kerala/AP are still struggling. Look at UP now vs look at UP before. You will see same kind of growth in MAHA as well. I am not BJP supporter but I will admit their policies have really helped Gujarat in many ways.
