That's actually the best way to apologize. Accept responsibility and don't try to minimize the infraction. If you start by making excuses, "Oh it was the creeper!" or "it was an accident" or "Well you didn't care" you're going to make things worse. Even starting with "I'm sorry" is bad. It shows that you really aren't sorry, you just fear the other person's revenge.
