I could be wrong, but I don’t think the peppers in the meatloaf are pasillas. I think pasillas by definition are dried chiles

Yeah most likely he used the undryed for which is chilaca pepper. Terms of flavor is of course fresher and a little bit spicier,but way lower than a jalapeño, it is great for everything related to mild spice and flavor. In Mexico we use them for what we call chile relleno. Hope it helps

Pacilla chili’s are dries not fresh. Tell me what chili it is you are using. A pacilla chili is a chilaca at first and a poblano turns into a ancho.
