It kinda depends. in my finland game, the soviets had like 30 divisions standing around in Odessa and an additional 50-60 Units camping in one Ukrainian forest tile while my army marched into russian and siberian heartland.

the AI will iterally cheat, with a 3% reinforce rate they will out reinforce you with an 11% reinforce rate
