Any reincarnetad Buddha is called Rinpoche, that is why there are several. THis is not the new Dalai Lama Because the actual Dalai Lama will have to die and reincarnate to be the 15th Dalai Lama. They are identified as Rinpoche´s, then they recieve an education and then they recieve the enthronement, which means they are considered the head of a certain house of Biddhism.
