The white powder is likely borax. It is used as flux to prevent oxidation between the layers of metal promoting bonding of the layers.

鍛接の際にかけている粉は硼砂といいます。 鋼の表面に酸化膜があるとうまく接合することが出来ないのですが、硼砂は酸化膜の熔解作用と発生を防ぐ効果があります。

Why use a grinder? Doesn't heat destroy the temper of the blade? If it's not intended for actual use, then losing temper would not be a problem.
