I’m by no means an expert, as my degree is aeronautical engineering, but I know enough to understand how various frequencies and their corresponding wavelengths are able to penetrate different mediums and particle sizes. Similarly to how your phones and gps systems are able to use higher frequency in the 1-5 ghz range to reach satellites well past the ionosphere, astronauts were using similar higher frequency wavelengths to talk to one another. Not really an issue. The energy of emf frequencies when hitting something will either cause it to penetrate it unhindered, be absorbed by it, or reflect off it. HAARP uses specific frequencies that are absorbed at the ionospheric level, in the 3-10Mhz range, which is considerably smaller. Even smaller still are radio waves for earth to earth communication which reflect off of the ionosphere.
