Bucky clearly wasn't going to back down. Steve wasn't able to get through to him. I think he hoped he would be able to knock Bucky out quickly because he truly didn't want to harm him. There's a reason he stays on an exploding helicarrier with him to make sure he lives and to try to reason with him, to find Bucky beneath the Winter Soldier.

Yeah but maybe they don't know the true, like no one knows what happened with Red Skull and Cap in that plane, maybe Cap was always an Hydra Agent and all was a plan. The death of Dr. Erskine? No one knows the dialogue between Cap and the killer. The "death" of Bucky? The Bucky that was found by Hydra to be the Winter Soldier? In the operation that leaded to the capture of Arnim Zola? That settled the bases of the Operation Paper Clip that allowed Hydra to infiltrate S.H.I.E.L.D? And the most important part, how The Captain America, Centinel of Liberty knows that they are Hydra, like how he could know, It's impossible, he was frozen for 70 years for saving the world, It's impossible that he could know what happened in this 70 years... unless... everything was a master plan of Hydra and the Cap frozen is part of it. Again, there's a lot of parts of the story of Cap that could make him look like he is Hydra at least in this point in the time (2012). It's dumb and i'm just trying to justify the trust of the agents.

A major plot hole, elevator fight scene is in winter soldier which is set in 2014, whereas in EndGame This scene is set in 2012 avengers, where loki attacked earth, so this does not make sense that same scene at 2 different times i.e 2012 and 2014....
