This doesn't surprise me coming from someone, as you said, that fought to keep non-violent offenders in jail for cheap labor even after the Supreme Court ruled that California's prisons are unconstitutional. She fought to keep inmates in jail for $2/day to work... essentially, as you noted, slave labor.

To answer your question: Black typically refers to those of African descent that are in the United States (so African-Americans). Now, there are many ethnic groups with a similar skin complexion around the world. But I've traveled a bit around the world and when speaking with them, they explained to me that they wouldn't use "Black" to describe themselves. Most agree it's an imported word.
