No doubt. I only understand the basics of this synthesis type, but the way Halion handles it seems easier to manage once you get to grips with the layout and workflow.

Does Halion that comes with Cubase 11 have this wavetable feature?

The bundled version of Halion Sonic is significantly cut-down from the all-singing, all-dancing Halion 7 that features in this series, but I haven't done a feature-by-feature comparison of the two.
