No, quite the opposite. The Combine is also called the Universal Union. They have taken over entire universes, and take their life, modify it to their own liking, and basically turn them into organic machines. The striders, gunship, dropship, and hunters all used to have their own planets.

@@SinisterG-Man98 If the flood were to get ahold of 1 combine elite, it's over. All of that information is immediately known to the flood. Although I think the flood mainly just wants the mantle back though, so I don't think it would bother with other universes. Nonetheless it's still over.
