Jackals will get more accurate with difficulty. Legendary will get that headshot. You have to quick peek to get them to shoot. There is a delay between shots so you can get your shot in.

I had to explain my Wife how Halo 2 Legendary mode was so hard. Jackal Snipers can kill you by shooting your foot,shooting the tip of your finger or just looking at them.
