I think the biggest thing holding Halo back is just how fucking awesome Halo: Combat Evolved was. Halo made its name for being the first major FPS shooter to deviate from the usual war shooter or space marine game that made up 90% of shooters at the time of the 6th generation. They never reached that level of innovation again. Halo: CE was beautiful, awesome and different. Since then they haven't really done anything to change the FPS genre and so it can't be held in the same respect as Halo:CE.
