In Halo CE yes. In Halo 2 and 3 it is the BR. In Halo Reach and 4 it is the DMR/BR.

The magnum was op as shit in halo 1. Me and my friends used to lan party on the weekends and we didn’t allow the magnum because otherwise that’s all anyone would use and it got boring. But i also know people that if it was the only gun in the game it never would have gotten old to them. they loved that gun. frankly that’s why i preferred halo 2. every weapon felt viable in the right situation but nothing felt overpowered. battle rifle was strong but not overpowered.
