Why waa Halong Bay city empty? I mean, was it busy and populated before?

@@veniceagua-tomelden4380 I believe most people go to Ha Long to be on the water, so the city is more a stopover? We heard that before c*vid major investments were made into the city, building huge villa complexes & apartment rentals to attract tourists, but they are all empty... maybe slowly now it will attract people hopefully!
