What is the difference between the Video and Rescale option in Output? If I was to rescale my 1080p to 936p - Would I disable it in Output and use the Video tab for the scaled option?

I dont know if anyone else ran into this problem, but while fixing my settings and watching I guess twitch has my Encoder settings locked. my ignore streaming service settings are checked and yet, I cant change a thing still. any Recommendations?
