You could use some Quilt Batting around the armature for give more shape before attach the fur.

They start out with one tail and earn more as they grow; really prestigious and powerful kitsune have nine tails, but kitsune with fewer tails are perfectly common.

Kitsune is the Japanese word for fox, this is just my interpretation on the kitsune and the noh masks in Japanese theatre.
