My thinking on this is that staples should be made with a tuning adjustment screw which would enable the internal volume of a staple to be fine tuned. There are so many variables within the reed head itself that it would seem impossible to have a 'hard and fast' measurement for the internal volume of staples, even for a single chanter.

@@bhpipes True - but rushes become necessary because of that lack of internal volume adjustability in staple design. Not only in the case of bagpipes, but for other double reeded instruments such as oboe and bassoon.
