I work LAPD. I actually set a record for most handicapped spaces citations in one day(19). My aunt is handicapped and was with her one day when she tried to find a spot. With no success. After that, i became a demon about handicapped parking spaces, and also DUI (aunt was crippled by a DUI driver). Just thought I would share!!

Morally handicapped does not qualify one to park in handicapped parking. Add 3 month drivers license suspension for the first offense, 12 month for second, permanent for third.

I have been confronted about parking in a handicapped space when dropping my Nanna off at an appointment (she has a permit but can't drive). I park in the space, walk her into the doctor's surgery then come back out & move the car into a regular spot so someone else can use the handicapped space. Then, when she is done I move the car back, walk her back out to the car & we go out for coffee & cake. I don't mind being asked why I am using the space because it shows that people care & when I explain that I am legally allowed to use the space for transporting my Nanna they're understanding & usually apologetic (not necessary though).

Skye Starkey those people are people like me that are sick of people 'borrowing ' passes to go to the shops, or sporting venues and such so they can park closer or get free parking. 9 times out of 10, if I asked you why you were parked there, and you explained it just like you did, there's never a problem. some people still wont believe you, (mainly due to a cynical society ) but the majority are just sick of people abusing handicap parks, as you would be due to seeing it firsthand. if I was ever going to be a narc, handicap parking inspector would be an awesome, satisfying job.

I imagine it must be frustrating to need a closer park because of a disability & not be able to find one. That's why I move the car in between dropping her off & picking her up again. I have no issue with being asked & people are normally pleasant about it & more than happy with my response. I've only been abused a few times & it's never been someone who needed the spot, just some aggressive dipshit who feels the need to abuse someone over nothing!

Tiny. When I drove for a man I always parked in a handicapped zone with placard legally displayed. I didn't do like Skye does because I stayed with him at all times. I never used the placard when he was not in the car with me or when he would not be getting out.

+F Huber I have done that in the past, but I now just use "Parking Mobility" app on my cell phone to report and get them fined 500 dollars for their stupidity. If I have forgotten my phone I have parked my scooter behind them though and tell them to call the cops. One of the passengers from one incident tried to push me away and almost pushed the scooter over instead. Mentioning the added assault charges for this made him change his mind. By this time someone ( another store customer) had also said they were calling the cops. The criminals were in a truck and decided to pull forward over the curb stops and around the handicap signs to leave before the cops could arrive.

They seem to walk better then most people,but they have a placard on the rearview.I have heard your not allowed to ask them about it. and I know its not theirs, police down here don"t care about much. +tim e robinson a lot of people dont know this but, I hope this might clear some misconceptions - the placard or plate isnt just for the elderly or those in wheelchairs or those with a limp or an amputee. Fibromyalgia, for example, is a debilitating condition that, on some days the person can be at full strength like any regular person but, other days, it is hard to walk more than 5ft without severe pain or, needing to stop for a break. There are several conditions that might be unseen or come and go without warning that warrant a handicap placard or plate. Most people arent aware of this though so, its not surprising how many people assume that someone isnt handicapped just because they look like theyre not. That said though, there are also people who abuse the handicapped systems and go as far as to buy fake placards or use the placards of friends or family members w/o those handicapped people being in the car, all to get a closer spot to park.

In U.K. our "blue badges" have a photo of the person the badge is issued to. It also has a clear expiry date, plus security stuff similar to what your passports have. The badge is shown on the dashboard face and name down, with security marker visible showing expiry date so a traffic warden can Zap it and check for up-to-date details held in a computer! A warden can, when owner is present check the photo against the occupants of a vehicle. We're also issued with a "Spiral timer clock" that also needs to be displayed. You turn it to arrival time and have a MAXIMUM of 3 hours parking! We also pay a minor fee for the badge. Perhaps USA should "bite the bullet - swallow a bit of pride" and adopt our system! It's not 100% foolproof but it's cut down illegal use considerably! Our stumbling block is our meagre fines! HAND! (have a nice day)!

Last year I was issued a handicapped placard when my doctor signed the form--I had surgery on the veins in my legs. I got the placard and I hang it on my car's rear-view mirror. Some of these violators might see me. I don't look handicapped--I'm big and husky and I could MAKE the violators handicapped if I worked them over...

I have a 4WD Diesel truck and I have running boards that slide down to about 8” when I open the door, which is the highest I can step up. I am fused from my shoulders down to my L5/S1. I can’t bend enough to get into a car so if it’s not an SUV or truck I can’t drive it or ride in it. I get plenty of comments about my “big truck” and why I’m parking in a handicap parking space at my age. So that’s why I have a big truck.

With spinal disabilities it is easier to get in and out of higher vehicles then low set ones. The seats are higher so you don't have to bend the same. I specifically buy 'elevated' cars for that reason.

My husband has severe neuropathy in his feet. Very often he has to wear a medical boot and very often he can’t find a handy capped space to park in because it’s been taken by some one who doesn’t need it. My husband never complains about it because he is such an easy going all around nice guy. I am the one that gets infuriated over it when I have to go home and and attend to his stressed out feet after he’s been in the medical boot and forced to have to walk to far to get where he needs to go. Where handy cap parking stealers infuriate me the most in in medical parking facilities such as doctors offices and hospitals . It’s even worse to see these handy capped spaces stollen by people that don’t really need them . My husband is considering getting a portable scooter for the times he just can’t locate a handy capped parking space. He’s getting at the stage now where he has to be even more careful with his feet. He was in a medical boot for almost a year after surgery on his right foot and during that time...we were not able to fine even one handy capped parking space . They were boldly taken by people who didn’t need them. Now my husband gets all his medical rides free from the link bus system in the town where I live. The link bus has exclusive rights to reserved parking spaces for the handy capped and the elderly . All the link buses take there medical rights directly to the front door of all the facility. It’s a good service we are so grateful to have. I just got my husband on the medical bus today to keep an appointment with his foot doctor. The bus comes directly here to us where we live . There is even a lift at the back of the bus for people in wheel chairs or people that don’t do even a few steps well and all these rides are covered by our medical insurance and for those that don’t have insurance to cover it our community action services cover in for those people. Well any way I know longer have to worry about my baby not getting a good parking space for his disability...you park in the link bus space and the link bus service has quick access to there own towing service and it’s all over in a matter of minutes.

I had my placard on my dash, went into a business, passing a parking enforcement cop. He asked for my ID, when I came out. IN Montana, the person who has the placard has their initials written on it, less likely to have it stolen. IF IT IS, we report it. When the Officer saw what I had to do to reach my ID, he knew. I THANKED HIM. While I need one now, I worked for Severely disabled folks BEFORE they passed the law & handed those things out. ONLY reason to carry a bat...

Many people confront people that have the right to have a placard! I have been confronted by people that it is no business of theirs why my wife has a placard. She should not have to prove to any person but a police officer that she is entitled to have a placard. If my wife's doctor says and the state says she is entitled to the placard, that should be good enough. One man threatened to call a cop when my wife parked. I told him to go ahead. He should have been issued a ticket for harassment

There should be stricter punishment for violators, like a 3-strike rule. First offense, a $250 fine. 2nd offense, a $500 fine. 3rd offense, a $1000 fine and exclusion from them ever getting a handicapped placard. Even if they should become legally handicapped later in life. I'll bet a law like that would cut the violations waaaay down!

When I would take my mom to the store, I only parked in handicapped parking if she was actually going in. If she was staying in the car, I parked in a regular spot. The problem I had was forgetting to put the placard on the rearview mirror if she was going in. I could have gotten a ticket, even though a handicapped person was using the spot. But I was lucky.

@Y0uEnj0yMyself I've applied to be on our city's local accessibility committee and if I'm accepted, I want to see if our city will introduce a volunteer program that will allow civilians to issue tickets. That law will not be revoked, nor should it be. In the meantime, as long as people who don't have disabled placards stay out of those spots, they won't have anything to worry about, will they?!

Tracy Edmonson she was only giving tickets to those vehicles with no handicap plates or placards. volunteers don't have access to DMV records to verify if the vehicle owner would even be authorized a placard. So you would be fine hanging yours since you are authorized. Only cops can check to see if the person using the card is the authorized user.

We constantly cite people for abusing handicapped parking and I'm glad of it. However, in snow country, where I live, the plows will dump in front of vehicles with handicapped plates, especially when they are freshly dug out. I feel the plow drivers should be cited for doing so. They can move a pile of snow in minutes, but it might take a handicapped person all day to remove the same. I have skipped breakfast to "guard my space" onsnow daysin order to get my husband to his dialysis appointment on time. You are NOT allowed to be late. The plow drivers don't care. Something should be done about this.

I offered to do this in my city of Edmonton Canada and was given many excuses why i couldn't do it. The big excuse was that "private business owners " do not want their regular customers upset,even though these businesses are in city boundaries . The city bylaw officers are too few and only concentrated downtown. Too me its a form of discrimination if private business owners do not care enough to allow the city bylaw or employ their own parking guy to patrol. It means they care more about the majority than the minority if someone disabled shows up to park, but cannot because the spaces are taking up by no placard holders, as well as people that do not require a wheelchair or cane.( I'm sure i'll get negative comments about that one :) ) . I'll explain why i said that and why its becoming more of an issue these days at least in my city. Doctors are handing them out now like candy here, anyone complaining of a bad back or knee or heart problems are getting them. It's a touchy issue because some unseen disabilities like MS or Parkinson's should have a placard. But… my opinion is that only when they are confined to a cane or wheelchair should they have one, considering it is a " wheelchair " on the placard and those people need the spots the most. Someone with early stage MS, Parkinson's ,heart problems, bad back, knee problems still have an easier time getting around than someone that cannot walk and needs the use of a cane or wheelchair. Then there are people who should be using a cane or wheelchair but choose not to because they do not want to be labeled a " disabled person " but don't mind parking in the disabled spots? Also what makes it more difficult on genuine disabled people , are people that claim a disability for the use of a placard for two reasons. The one reason is their lazy and want to park closer. The second is a biggie because of meter hikes and less parking in fast growing cities,they as a disabled person in my city can park for up to 2 hours for FREE ! Which i think why it is this is becoming a bigger issue in my city than ever before. I think if each city really took a good look at the problem they would realize the huge waisted revenue from offenders and enforce this bylaw that should be a law here, instead of police making up they're quotas and the end of each month with photo radar everywhere . Will it happen probably not. Although if everyone spent a month in a disabled persons shoes that uses a wheelchair it would. Unfortunately my city is still somewhat in the dark ages to be called a progressive city ,even though others would like to argue we are.

When the individual goes to court for the ticket, the judge should suspend their license, make them retake (and pay for) the Driver's Education Class, and retake the Driver's License written and behind-the-wheel tests again. If they pass both of them, they will be issued a Probationary License just like they were 16 and one half years old. If they violate the law in anyway, then they will have to apply for an SR22 license and insurance For three years.

I refused to use the handicap parking whether I am with my father or my mother. They both have the placard. I can drop them off at the door step and pick them at the door step. Only time I really need to use it is when I take them out for grocery shopping. For that, I need to accompanying parents and carry the stuff. I reuse to use it cause there are other people like my parents who need to use it. Costco is worst. It is filled with fraudulent use of placards.

Good luck on hoping the able bodied will respect the disabled across the board. Intolerance and rudeness prevails unfortunately. Recently in a grocery store using my cane and leaning heavily on my grocery cart, I came across a display in an aisle requiring me to go to the other side of the aisle to get through. I thought I was first there but a couple on the other side of the aisle thought differently. I was in pain and losing my balance walking through the store. The only places to sit are at the front of the store on the other side of the cash registers. You must be finished with your shopping to enter this area as only those who have paid for their items are allowed here. I apparently was moaning when I encountered this couple the first time in the store. Again I had to face them in a few isles over and I was greeted by the man stating "HERE IS THAT RUDE LADY AGAIN". I told him obviously I did something to annoy him and he accused me of cutting him off in the other aisle and stated I was about to do it again to him. Apparently I was expected to allow them first passage through the aisles or offer an explanation as to why I could not. I guess my cane was not a clue to this couple of my issue. When I explained this time how I was feeling he told me this was not good enough and I was still rude. I then swore at him. Wouldn't you know it, I encountered them for a third time before I left the store and apologized for swearing but told him at no time was I rude. This time the woman spoke up and said she agreed with her partner and I was rude in their eyes but to just drop it. People who have yet to face any problems in their lives sometimes can not see beyond their own nose. They can't place themselves in someone else shoes to see what they are going through or just don't care about what others are facing. I told them I would not wish my mobility issues on anyone including them. Their intolerance was unbearable and certainly had an impact on the rest of my day. For the most part people are very understanding which is fortunate. The population is aging. More "BABY BOOMERS" are out there facing health issues. The younger population will just have to learn we have rights too. We are not ready to give up and relinquish this earth to them yet.

+Pamela Kullo-Egelton Soon I may just become one of those who quit paying attention to able bodied people who walk through the supermarket as if they have the right to cross in front of you as you are in the power cart and should be the one to stop or move out of their way so they can proceed uninhibited. They also drive that way in the parking lots. They walk down the middle traffic lane while you are trying to drive down it to find a parking spot and even cross at the crosswalk without looking to see if it is safe to proceed. They are the same ones who will not give way to a person in the scooter to cross at the crosswalk even when already on the crosswalk. I am ornery enough to pull up behind those cars that the rude person walking down the middle of the driving lane in the parking lot making me travel at their walking speed. Then I park and get out leaving my vehicle behind theirs. You wouldn't believe how apologetic they get for their rudeness. Have yet to be threaten for that, but have been threaten for using "Parking Mobility" app to report those who have parked illegally in accessible parking spot and hash lines set aside for those spots. Before I needed my Hangtag, (no cell before) I use to also block those who parked illegally on hash lines and accessible spots and ignoring them when they came out and got into their cars. When I did acknowledge them I just said call the cops and get your deserved ticket if they hadn't already mentioned calling the cops themselves. No one seems to bother calling the cops though. Haven't parked behind many illegal parked vehicles lately. I just use the "Parking Mobilty" app to report them and get on my way to my own shopping.

Parking abuse is low priority, but one headlight out is very high priority at night. People turning on red without stopping is low priority, but headlamp out is high pr. Speeding in downtown is low priority, but a headlamp out is very high. But of course the cops don't stop at stop-signs, turn right on red without stopping and they speed and they also park where they shouldn't. Wouldn't want to get caught given favoritism to fellow cops by stopping regular people and not themselves.

Why is there a WAIT for a handicapped parking permit? Either you need it or you don't & if you need it then it should be issued. What sort of insane system makes people wait for something as important as their independence?????

I believe the seven year wait is for regular parking permits not handicap permits.

That would make more sense. It would suck to have to wait so long if you really needed the permit. We have temporary ones here which can be issued pretty quickly. I had one after I had surgery on my spine. It was only for two months at a time & I had to go back to the doctor to get a letter saying I needed it renewed each time. Thankfully I only needed it for three months & when I felt OK I just took it back to the RMS & handed it in. I think mine was issued in about 24 hours or something like that.

You must have not watched the video, since the program was setup by the police department. The people volunteer and are interviewed, and if approved, become ticket officer strictly for handicap violations. It's pretty simple. You check to see if they have a placard in the window or a license plate while they're parked there. If they don't, then they get a ticket. Whether you have a problem with the program or not is immaterial, as it works for them.

How do you investigate a guy who can visibly work perfectly fine, yet had a blue placard, and now somehow has a handicapped license plate? The guy even takes up the van accessible slot instead of the regular slot and he drives a car.

There are all kinds of handicaps. Someone with a heart condition or lung condition like cystic fibrosis may qualify for a handicap sign, but you wouldn't know they have that condition just by looking at them. I don't judge why people have handicap signs. I just look and if they aren't showing something like a license plate or sign, I remind them that the ticket is $300 if they are caught.

The amount of growing tickets should tell the municipality that they need build a parking structure especially with it being writhe government buildings. It is a lot easier to collect revenue from a parking structure than have someone walk around looking to hand out tickets because your government agencies refuse to actually address the real problem.

I hope one day it's not YOU who needs one of those spaces YOu....you're ingnorance ranks up there with those who violate the laws! I'd be more than happy to give you my disability if you want the spaces so bad...we park there mainly to get our chairs out of our vehicles and not get run over by jerks in the parking lot backing out who don't watch for us. Some are hard to see with their chairs low to the ground...

In part, this issue is because most city agencies do not do their job enforcing the laws protecting the disabled, no priority is assigned to correct or enforce the law. Large fines, towing, these actions can make money to pay for enforcement. If tickets were made payable when people get their car sticker, people would have no choice but to pay or no sticker, and another ticket and fine. It can be a real legitimate moneymaker for a city and protect the innocent.

The reason the number of tickets increase is because it creates extra revenue. So, of course, 'volunteer city employees' will go out and increase the income for the city by spending extra time doing it. I don't excuse illegal parking but I'm simply explaining the increase in tickets. Not that the authorities will ever admit it.

I see alot of ignorance in the comments. You do realize someone can be handicapped without being wheelchair bound, correct? Being in Texas, if you have seen the "Disabled Veteran" plates, many of those with service connections are granted disabled parking placards if they have a service connected disability rating through the VA. I would challenge any of you to confront a disabled veteran about his parking in a handicapped spot and see what you get.

I got a ticket for that once......the person keep asking did I have a plack.......not sure what a plack was. I am permanently handicapped so I have plates that display this......of corse I was in my wheelchair......to this day I’m not sure why I got the ticket.......I never paid it. Not contacted the court......they came for me wanting to know why a handicapped man didn’t pay a ticket for parking in a handicapped parking place.......needless to say. I didn’t have an answer for them..... I guess I don’t understand cops!

If someone has a handicapped permit of their own they are obliged to display it. People with invisible handicaps have only to show their permit.

Well done, i live in Ireland and i am sick of able body people taking up Disabled spots, I don't call it Handicape that would mean the person is in a wheelchair, I have chronic back pain, and i call it Disabled parling

@Y0uEnj0yMyself Also our local bylaw officers do the ticketing but often by the time they get there, the offending car has already left. With a volunteer force like this, there's a greater opportunity to ticket the person. I'm at the mall quite frequently, and boy, there'd be a lot more offenders ticketed if I had the power.
