while installing handle bar raiser, can we rotate handle bar so that handle leans towards rider? my basic requirement is to bring handle bar close towards rider so that i don't lean much while riding.

By rotating handle bar won't lean much towards the rider.may be you will need to change handle bar or riser that having little lean angle
