It was Gus who called. He was trying to get them all killed right there. If the Salamonca twins were killed by a DEA agent there is no way the cartel could pin that on Gus and if the twins got him, there was a good chance they would be caught. Win/win for Gus.

He was having a panic attack. They showed to us he is vulnerable especially after going to Mexico. If you pay attention you can see his hand on the wheels having it.

moving would definitely have worked out better however without knowing whos coming or the plan, you have no idea where or how to move. also it could be a prank call so good luck explaining why youre driving 120 in a 30 while on suspension

Technically, he killed both of the twins. If he didn't crush one with his car, that twin could have walked away scot free. Since the twin couldn't escape because of his crushed legs, it gave Mike the chance to get the finishing blow on him.

He's a law enforcement officer. He's trained not to flee something that might be suspicious. He got the strange phone call--which, UNLIKE THE AUDIENCE, he doesn't know to be legitimate yet--and so his investigative instinct and training will kick in, until he's satisfied it's been resolved. You're coming at it from the point of view of a viewer, but Hank is not an audience member. He's a character in the scene, experiencing it in real time. Drama is not about what WE would do in the same situation; it's about what the CHARACTER does in a situation.
