Old Glory is carried by military and law enforcement on vehicles all the time in airshows and parades. The CHP was showing it respect by flying it proudly while demonstrating competence in vehicle control by professionals on a closed course and showcasing some fantastic California scenery. They were also having fun and building rapport with the public via social media which is important as most people only interact with law enforcement under negative circumstances such as a vehicle crash, criminal investigation, or being cited/arrested.
