חזק וברוך! If i may, i think Rav David was just applying a literal perush to Pirke Avot our deeds create malakhim. Its not a Kabbalistic concept per se, though i agree Ha'Rambam interpreted allegorically. I always understood klalim and berakhot as HaShem might take your words into account regarding that person and potentially judge the subject of your speech

Where I see the Rambam and Zohar agreeing regarding innate goodness is in Hilkhot Gerushin perek 2 a Bet Din can force a husband to divorce his wife and its valid because ultimately he wants to do HaShem's will

I think there is a difference in this inherit goodness between the Rambam and the Zohar. While the Zohar makes it a spiritual absolute. The Rambam makes it a genetic one. However, like all things genetic, there are anomalies.and nothing is guaranteed. That why he says we are concerned that maybe perhaps they are not Jewish.
