That was my first thought! Local fire departments are always happy to advise on things like this. I’d mount it near an exit at shoulder height where it’s easy to see and get to.

I would have mounted the gasket on the lid where it won’t get damaged.

as far as the drain goes i to a regular water spicket and a old garden hose cut to it can drain right it jugs on floor
