What type of clamps are holding down the vise?

In this set up I used two tow clamps. The vice also has a 5/8" square metal bar bolted to the side, flat with the table. The bar slides through a C shaped dog that is held by a stud in a T-nut. Tightening the draw nut on the stud against the C shaped dog pins the bar to the table and secures the vice. Very fast to adjust horizontal vice position, best for small hole drilling.

Does that drill press have an auto down feed?

Yes. I would not consider a drill press for metal without power down feed especially for production work.
