Incident Report: On 07/16/2024, at approximately 7:46 P.M., I was traveling east on Wiscon Road, just west of Medical Park Lane. A black Harley-Davidson motorcycle was traveling eastbound on Wiscon Road in front of me. The motorcycle passed another vehicle in a no-passing zone marked with double solid yellow lines. At this point, I activated the lights and sirens on my agency-issued Florida Highway Patrol vehicle, which bears reflective insignia identifying me as a Florida Highway Patrol State Trooper, and overtook the motorcycle to conduct a traffic stop. The driver indicated that he was going to pull over on Wiscon Road, just east of Medical Park Lane, but instead, the motorcycle continued and accelerated, initiating a pursuit.
The motorcycle traveled at a high rate of speed in a reckless manner, showing wanton disregard for other drivers on the roadway as it continued east on Wiscon Road. The motorcycle approached the intersection of US Highway 41 and Wiscon Road, where the light was red. I attempted to position my vehicle in front of the motorcycle to stop it from proceeding, but the driver maneuvered around me and continued north on US 41, where he made a right-hand turn onto Cortez Boulevard. The motorcycle continued at a high rate of speed eastbound, running a red light at the intersection of Cortez Boulevard and Emerson Road. The motorcycle then reached the intersection of Cortez Boulevard and US Highway 98/State Road 50, where it made a right-hand turn onto US Highway 98/State Road 50. The driver continued eastbound at a high rate of speed in a reckless manner, weaving between vehicles and putting innocent civilians at risk with his dangerous behavior.
The motorcycle then approached Thistlebrook Lane on State Road 50, where the driver slowed down and made a U-turn. At this point, I positioned my vehicle next to the motorcycle and gave the driver commands to stop. The driver began to slow down and stated to me, 'I'm done,' but then suddenly accelerated westbound on State Road 50. The motorcycle continued until it reached the intersection of State Road 50 and Cortez Boulevard, where Trooper Rozzell joined the pursuit as my backup unit. Trooper Rozzell then accelerated in front of me on the left side of State Road 50 at Emerson Road, where we attempted to slow the motorcycle down by boxing it in on the grassy shoulder. However, the driver maneuvered around Trooper Rozzell’s marked Florida Highway Patrol unit, which had its lights and sirens activated, and continued westbound onto E Dr. Martin Luther King Jr. Boulevard at a high rate of speed.
Trooper Rozzell then assumed the lead in the pursuit, and we attempted to box the motorcycle in again on E Dr. Martin Luther King Jr. Boulevard near the intersection with Ellington Avenue. The motorcycle accelerated around Trooper Rozzell’s vehicle on the north shoulder of E Dr. Martin Luther King Jr. Boulevard and continued westbound until Trooper Rozzell was able to get in front of the motorcycle and slow down, forcing the driver to reduce speed. At this time, I positioned my vehicle to the left of the motorcycle to box it in, preventing the driver from evading us further. This maneuver resulted in the motorcycle entering the north grassy shoulder at a very low speed in a safe manner, just east of South Mildred Avenue. The motorcycle came to a complete stop on the north grassy shoulder of E Dr. Martin Luther King Jr. Boulevard, with the driver still upright on the motorcycle.
Trooper Rozzell and I then detained the driver, who was escorted off the motorcycle and placed under arrest at approximately 7:59 P.M. on 07/16/2024. The driver was arrested for fleeing to elude with lights and sirens activated at a high rate of speed, reckless driving, and driving with a suspended or revoked license, 3rd subsequent violation. The driver was then transported in FHP3073 to Baver Health for medical clearance, after which he was cleared. Trooper Rozzell then transported the driver in FHP0534 to the Hernando County Detention Center, where he was transferred to the custody of the Hernando County Detention Center without incident.
It should be noted that the driver advised me at the hospital that he did not want to hit Trooper Rozzell’s vehicle, which was directly in front of him, or my vehicle, which was to his left. This is why he slowed down onto the shoulder and came to a stop, and he was trying to place his kickstand down so the motorcycle would not fall onto my car before being escorted to the ground. The driver also stated that everything happened so quickly that he was unable to place his kickstand down.
