Funny enough, if we let Harry like this as Agent Venom and Peter was never stabbed like Kraven, they would have actually been Spider-Pals. The Symbiote is just too fed up with intrusive and negative thoughts from Harry/Peter, it became evil. Hence if we just let Harry use it for good intentions like this, things wouldn't have been so bad.

Cuz he still in control of himself Luckly during connor find symbiote he erase the memory .That's why venom becomes stable and doesn't aggressively influence its host's thinking. When Peter uses it directly, Peter's emotions increase/upgrade Venom to have greater emotions so that he can talk to his host. When Harry uses Venom again, it can be seen that Venom fully awakens with great strength and emotional level and aggressiveness, so that it can affect its host.

Harry was too happy for the symbiote to corrupt him. Peter is still dealing with aunt may death. Being Spiderman stresses him out occasionally. He can never keep a stable job. All these things effects Peter in a way and the symbiote just makes Peter be honest with himself about how he feels about everything he deals with.
