I think you have to let it completely dry after you give wash over the layer.

Someone please tell me the point of a tour tutorial that is sped up so much that it makes you dizzy? And music that nobody wants to listen to? We have our own noise in our house in our own music in our heads and this trend of speeding up videos and using music is so annoying that even though I love your art, I won’t watch. Stop trending and do real art.

I don't think it's a tutorial though...? It's just a sped up video of him painting a painting. If you don't like the music, mute it (that's what I do when I'm out and forgot my earbuds).
