case by case: “considering or dealing with each instance separately, taking into account its individual circumstances and features.” "Applications would be considered on a case-by-case basis.” 我認為case by case 英文的意思也是一樣的。

對,其實如果說成 See/judge/handle on a case by case basis,意思就會差不多,所以也許我本應該說“英文這樣說雖然不是錯的,但不太常用”。 謝謝你的指出!
