Although in an ideal case monopolizing the entire edge would give him a significant advantage, it would take a decent amount of capital to advance it to that point (500 to full hotels). With the lowish liquid capital he had, and the board position he was in, it would have been dangerous to give away so much money for only a potential.

It was a good move for Sips to make that trade with Smithy but also very bad. He put 2 monopolies he had control of back out into the game. Smith is easily gonna get that green off Ross eventually and then it's only a matter of who lands on that last pink. If sips builds up his new yellows he should be doing good, but if this game goes on for another 2-3 episodes Smith could have completed those extra monopolies by then.
