In February organised vadinath pran pratishtha mohotsav in maheshana Gujarat there was 10 lac people joined in 1 day but thank god not any accident happened...

यहा 50,000 लोग संभाल नही जा रहा। हमारे ओडिशा के पूरी श्री जगन्नाथ जी के रथयात्रा में एक ही दिन में 15 लाख लोग आते हैं। मैनेजमेंट इतनी अच्छी होती है की ना कोई भाग दौड़ मचती है ना कोई मौत होती है। सारेवलोग आराम से रथ यात्रा देख के वापस चले जाते हैं। और बाकी दिन में पूरी श्री जगन्नाथ मंदिर में ही हर दिन 40 से 50,000 लोग आते है। सोचो कितना अच्छा मैनेजमेंट होगा, जिसकी वजह से लोग आराम से दर्शन कर के जाते हैं।

Putting on my technical hat, the number of mobile phones connecting to the phone towers is the easiest way to gauge the crowd, these days! Check for anomalous patterns and you can easily trigger safety warning messages to these people. I think it's a pretty cheap (almost at no expense) and highly effective way to implement this! If the crowd doesn't disperse (i.e. number of phones connected to a cell tower doesn't reduce), the next alert should go to law enforcement, who should be trained to disperse the traffic based on standard operating procedures.
