I made these as a kid with 2-liter Pepsi bottles. Fill it up about 4/5ths of the way with water, add a drop of dish soap (optional: add a pinch of glitter). Close up the bottle and start spinning!

Tornadoes form when Warm, wet air meets cold, dry air, making a thunderstorm. Cold air goes over Hot air, causing that thunderstorm. When the clouds touch the ground. BOOM! Tornado! Fire tornadoes form when very intense heat from a fire rises and surrounding air rushes in to replace it. The water inside a waterspout is formed by condensation in the cloud. Waterspouts usually start out as actual tornadoes.

I know how to create one of those so first step is:get a little transparent cup and has a cap and you get water and put it on the transparent cup and put some any soap stuff like hand sanitizer toothpaste and soap and you can get the bubbles any size you want and if it reaches the top close the cap and you made one!: hope this helps.

My son is 4 and has been absolutley fascinated by tornadoes since a little before he was 3. If it was windy outside "its a tornado." If it was gray and gloomy outside "its a tornado." If he heard the tests of tornado sirens on the mondays "its a tornado." Back then i was so over the tornado phase. Looking back now, it was pretty damn cute lol.
