You are right about the blood testing in Brazil. Here everybody can have the test for free and results are fast. I think that in Europe the Medical Protocol is different. They could give the results fast, but they choose to wait a little bit more. I worked in a Medical Center here in Brazil and that's why I can tell you the HIV test is safe. Hope you have fun!
