(this is what I got and interpreted from multiple websites) The term "summer child" was apparently popularized by the novel of Game of Thrones, where a young boy is called a "sweet summer child" by an old woman, since seasons last for years in the novel's world and he has yet to experience the harsh winter. As such, a sweet summer child is somebody who is naive, untested, or young. They have never had to face the harsh realities of the world, and have usually a cheerful and optimistic view of life; So not necessarily a person born in the summer. But what it seems like Conan is saying conclusively is that the “summer child” has a tendency, due in large part to a less-than-ideal upbringing, to hold his or her true feelings inside, as if he’s unable to truly express joy. I think the clue here is the line "you're lying summer child" that of course means that this person is not as happy as he wants to show, and so that HE'S NOT ACTUALLY A SUMMER CHILD, in the sense I just explained BUT ALSO that he/she is not born in the summer (since it's not really a summer child), meaning Conan could still refer to his younger self (born in december) or his sister.
