Peter said you must repent, which all true believers begin doing at the time they believe, and be baptized, which again all believer who are truly born again do. Peter is only mimicking what Jesus has already said. You can’t take Jesus words and add Peters words and say Peter completed Jesus sentence. That would be like sayin Jesus did not give a correct way to be saved, Peter did.

No,he was talking about the old testament scriptures.The book of Hebrews was a letter,just like all the epistles.Up until that time,nobody had ever heard of a holy book comprised of personal letters sent to specific people.When we read the letters(epistles),we are reading someone else's mail.
