I picture Listener is ACTUALLY an ex hero, perhaps they also were trained by the hero commission themselves just like hawks was, only unknown to each other, kept underground and unknown by the public because of a villain like but useful quirk. However one day, they got kidnapped and taken away by maybe the league or some other villain group, and it didn't take long for listener to realise that the hero commission had no intentions of rescuing them. Because possible backlash of public opinion was weighed more then their life and it would be better for the hero commission if they just died so they didn't risk their reputation. Well they did escape and with a new found disdain for heroing society and villains like. SO become a vigilante, working with their own rules and no underlying governance. The hero commission framing them as no better than a villain in an attempt to distance themselves from any possible link and wanting them taken down as soon as possible.
