What realy is shocking is that Shah is genuinely surprised that his behaviour is put to question. I went to a fire trade show, paid for a ticket, one of the soeakkers happened to be from FEMA, explaining the firefighter grant program. Was he at a paid event, yes, was he doing his outreach job, yes, was he making anything beyond his normal wage? Nope. Is that an ethica violation? Shouldn't be. There should be deeper questions on this, was his meals, travel and/or hotel paid for by the conference, did he get a stipend, appearance fee or honorarium or any other personal benefit for presenting? If no then i don't see an issue.

His appearance at conferences as one of many speakers is normal. With every state government employees of the state are guest speakers amongst many others to provide information to others. For example, I have attended state and federal Planning and Zoning conferences where you pay to attend to cover the costs of the conference which has nothing to do to paying speakers. I have been a speaker at conferences 20+ times either individually or on a panel and have never been paid. The intent is to provide information, share exoertise and make it easier in conference attendees to do their jobs. If I am on a panel talking about grants and how to improve their chances of being selected nobody is getting special treatment. Instead they are acquiring information on how to do something whete they don't have expertise. This is what the Energy Deparment Official and his employees do as part of their jobs. They are leveling the playing field and not providing special interests. Senator Hawley obvioudly does not understand what government emoyees do as a normal part of their jobs.
