TAMPA - Hillsborough County Fire Rescue battled a 3-alarm fire at an apartment complex in Tampa on Wednesday. Crews were called to the Harbour Walk Apartments located at 8302 Crystal Harbour Drive around 11:20 a.m. Flames and smoke could be seen coming from the building when firefighters arrived. Once the fire was out, a total of 14 units had sustained damage and six were destroyed. The Red Cross was called to the scene to help those families displaced by the fire. No injuries were reported as a result of the fire, but firefighters did rescue a dog from one of the apartments. This is the second fire at the Harbour Walk Apartments this year. In February, a fired destroyed several units and displaced a total of 30 people. That fire was caused by an electrical short.

I have noticed over many fires that firefighters get to the scene, and they are not ready to grab hose, poles, or ladders because they are busy still putting on Nomex, and SCBAs. That is a real problem. This is not the worst fire by any stretch, like some I have seen from the middle of the Country. Ladder Truck was a Day Late, And A Dollar Short. That wind was terrible to manage to avoid fire extension. Videography was spot on, Thank You.

So painful to watch, seeing water from deck gun glancing the top of the fire but not the source of the fire. I'm not a fireman but common sense tells me to train the hose at the burning material and not at the fire it creates.

The overshooting is intended. The light spray that rains down under the main water stream is the useful part, it gets the roof wet, large areas, and even on the other side of the house.

If the first engine had stopped 80 feet sooner, it could have fired that deck gun directly into the burning unit instead of being blocked by the unit's end wall, or shooting over the building into the next parking lot over.

I hate being critical of brother firefighters but the first five minutes was a total waste of water. First due placement is critical to the outcome of every fire.

Even in that final position, 6-12 seconds aiming at the attic will kill the fire!!!.

Well I'm not going to dress it up. That was tough to watch. I know apartment complex fires are difficult but there didn't seem to be any solid plan of attack at all from what I can see

So what I've learned from binge-watching a bunch of these videos, is that once your dwelling starts on fire, you might as well write it off and just hope that it doesn't take the neighbors' dwellings with it. That's not a criticism of the fire departments as I have no experience or training it that, that's just my observations from all the videos I have seen.

I really do have immense respect for the fire services (world wide)- but unless I am totally misunderstanding things this clip displays a complete lack of organisation, effort to attack the fire or effective use / placement of engines and hoses. Makes me wonder if these crews have any idea of basic principles, sufficient leadership or training in how to use their equipment ? This has to be an exception to an incredible job they normally do.

Wow....slow water deployment. That second unit went up while waiting for the hoses to be deployed, charged, etc..

+James Strange That second unit was burning before the first truck arrived, Strange. In the attic. And the roof did just what it is supposed to do. Kept the water out. That means you have to go inside and pull ceiling and kill it from underneath, Strange. And lightweight construction that has been burning for more than five minutes will collapse suddenly and without warning, and kill firefighters. Strange, isn't it?

Horrible tactics. Pushing the fire through the structure with a deck gun. Get in there with a 2 1/2 and steam convert. Spraying 1000gpm over the seat of the fire, missing it. Just bad tactics.

artifactingreality Im sure she ran out of water runiing the deck gun without a supply at first. Never seen anything that odd, flowing a waste of water over the building, they could have blitzed it up under the deck roof and into the apartment. Would have knocked lots of that down in 2 minutes. But it looks to me as if she ran out of water prior to hooking up the 5" to the hydrant.

And then it took so long to hook up, unbelievably long. I don't know the details of what obstacles were there but how long does it take a couple of burly guys to run a hose? Does the tank need to charge first? What was going on?

Very sad... So much damage could have been prevented if every building was equipped with proper fire hoses, and the occupants had some sort of fire fighting training. By the time the fire fighters arrive and make everything ready, the whole building is gone.

My final comment. Why wasn’t a truck company dispatched on initial response on a two story apartment fire and I hope that that operator who was using deck gun gets promoted.......to your fire prevention bureau. Me, retired 34 year firefighter in California San Francisco Bay Area. Instructed in our Academies, started on engine companies then to truck company for 12 years. This apartment could’ve had less damage if the IC and first in Engine Captain had thought things through. I will use this video for my students on what not to do. I’m glad no one got hurt though.

Don't you just love the way they build so many apartment buildings in this country!!! And to think they're now building 5-7 story wooden apartment buildings all across the country, many going up in the L.A. area! Wait 'til one of these fire traps goes up in flames!!! Good business for the lumber companies as they know the majority of these will not be rebuilt with concrete, like so much of the rest of the world, but rebuilt with wood again! The American way! Home of the Brave!

You can affect the movement of fire through the entrainment of air via hose streams, ventilation based fire movement. Water itself does not cause fire to move. I suggest you read again.

Plenty of things wrong with this response and "attack". First ladder company arrives over 11 minutes into the video, in reality it was probably more like 20-30 minutes. If they had that ladder set up an aerial attack on the fire building right off the bat, they would have been able to knock that down much faster. Also for that first due engine that rolled up, horrible rig placement. As someone in the comments said, if he would have backed up maybe 30-70 feet then he would have been able to hit the fire building dead on with master stream. Spraying a fire sharp narrow stream straight over the roof will not do anything in this sort of situation. Also the guys on the ground never made a good attack. They started off by hitting the side of the building with almost no fire. Hit the fire dead on! Defeat it at its source! Just a horrible job all together.

12 :30 into fire, FINALLY see some pipemen up close & doing it right . Briefly. Lady w/ no gear, on deck gun, looked more like trying to knock building down. Tampa is in Hillsborough County. Hoping they are separate & much better. "Million dollar apparatus, nickel & dime firefighters."

the only thing that stopped this fire was the fire wall at the stairwells.Fires in common attics cannot be extinguished from above. Roofs are designed to shed water. Assignments go like this. first in engine attack apartment of origin transitional attack complete a primary search for trapped or dead residents, second engine pull ceilings wall to wall in exposure apartment on C side, Third engine pull ceilings in A side exposure wall to wall. First truck cut a trench to stop attic fire progression, second truck utilities salvage exposures. If you think that a direct attack on the apartment of origin is suicide you obviously have no experience. Ladder pipe operations are ineffective in this fire and cause extensive water damage to the apartments below. Deck gun operations in this case are inappropriate for the same reason. it is clear that exterior operations on a fire like this are ineffective. anybody who thinks that interior operations on this fire are dangerous is also inexperienced. This department is poor at best. hope their medics are better at medical calls than their suppression members are at firefighting.

Robert Watson Holy crap!!! Sounds more like the three stooges to me. I was a fireman in milwaukee. To have guys fighting over who gets the nozzle is just plain unprofessional, stupid and DANGEROUS. While they fight, people die and houses burn.

These departments are very slow to establish fighting fires. It is pathetic. Hats off to New York and Chicago departments. They are two departments that take an aggressive approach to putting out fires and saving structures.

Too bad there were no Leaders/Real Chiefs in charge there. Size-up didn't happen, and it appeared the first on-scene didn't want to be responsible for making a decision. Hope they got some Experienced leadership since this video took place. You all know what this looks like to the rest of us. Denial won't work. Training works better.

First due engine-hookup to closest hydrant/deck monitor should have variable tip,not str tip.If eng has foam tank,then a 1% foam w/ the water would have done a great deal to halt fire spread on the top floor.Alot of fire departments still use evolutions and tactics from the 50s/60s.They call it tradition/I call it afraid to the modern era.

Nothing like setting up the deck gun to push the fire through the entire attic. FF 101, fight from the unburned area and push it back on itself. I know, Monday morning and all. That is why it is a "basic" tactic.

This self-vented fire would have been an easy knock down if they would have simply made an interior attack. The fact that they decided to initially use the deck gun puzzles me. This fire would have easily been out in minutes with an 1 3/4 line. They lost this fire and cost the entire complex.

Bad apparatus placement, master stream was a waste and was used before positive water was established. Crew had no sense of urgency, no plan and no clue. TAMPA needs to get it together.

Another odd thing is 7 minutes on scene, and not 1 truck company on scene yet? A tower ladder could have controled lots of that fire within 5 minutes if one had been on scene with the 1st engine, This is a very strange fire attack, no doubt about it.

Joe Petrick Well the bad part is that once you commit, your pretty much stuck right where you are. So if your on an engine and you layout and charge supply lines and handlines, you gotta play it out right where you stand. Same with a truck, if you get the outriggers out and down and the arieal up your there till the end. Placement is key. So if the engine and truck are coming from OPPOSITE directions, the engine stops short to leave room for the truck in front. If both are coming from the same direction and the engine is first in, the engine pulls past the building front, to leave room for the truck. But SOMETIMES folks forget or get caught up in the moment. It happens.

25mfd incident command needed. they should of stopped 20 ft earlier. deck gun would of been more effective if the operator would of pulled the pin that lets you lower the stream. COME ON TAMPA. Sorry brothers I hate seeing camera phones on our jobs too.IAFF

First on scene did not do a 360, most of the fire was on the back not the front. Very poor deployment of resources until ladder truck arrived and went to the back, way too late.

I really think more of the structure could have been saved.... The deck gun was useless, and the building could clearly have been entered regarding residents still getting stuff from their homes.

In the beginning of the video, it appears this is simply an apartment fire that has extended to the eaves and then into the attic. My point is that if (give a clear shot and good access), a well directed stream into the apartment would've knocked down a tremendous amount of fire. So, using your lack of manpower argument, this would've been a great tactic with low manpower. After that, you go interior and begin addressing fire extension, etc. Nothing earth shattering my friend.

No, he was distributing water in a long line under the main water stream. Most water gets elsewhere, but the little water that rains down from the stream is good enough to make a roof wet, even on the other side that you can not even see.

The first in unit should have stopped sooner. protect the fire from spreading. they assisted the spread by pushing the fire into the next apartment. WOW what a cluster F. I think I should point out this is the Hillsbough County FD not City of TampaFD.

An interior attack via the stairs between the units by the first engine would have stopped the fire.

I couldn't help but notice that there were 2 firefighters standing at the stairs spraying water where it didn't need to be sprayed. That building should have been contained within 5 minutes of the first engine pulling up. the deck gun was useless. They have all those engines in front of the fire building, yet the last truck on scene should have been in front of the fire building instead it was on the other side of the tree line not able to get to the fire building. smh

They were preventing extension of the fire to the adjoining units.

@@jimdee6698 Exactely , they tried to prevent it from spread. Same with the deck gun firing at the roof behind the fire. But they had a bad day , the fire was agressive and already big.

Actually, the deck gun is the perfect thing to use in this situation, IF you have it in the right position. You often need a spotter because it's hard to see exactly where you're hitting from right behind it. And they should've used a larger tip with a lower pressure to lob it in with more of an arc, like a foul shot. Many times too much pressure is used and you overshoot the fire. Still not too bad of a stop, they just need to refine their technique with the deckgun.

I live in Florida and this is not new to me or my dad. My dad is a former firefighter from the Philadelphia area and they know how to fight a fire in the northeast. My dad and I have pulled up on several fire scenes here in different areas of Florida where just lite smoke is seen and the F.D. pulls up and from that point on, It's like, "what do I do now?? Asked a firefighter once, Why no ladder truck? He says two engines cost less. NO dude, problem is y'all run medical calls, No fire training!

As usual with EVERY fire video on KZbin, the comments are a constant barrage of criticisms of the activities of the firefighters. As a mere civilian, I instead will say that this was quite interesting to watch, primarily because it was skillfully filmed with a steady camera that remained consistently in focus. These attributes are, unfortunately, not that common.

Wooden houses burn ! I'll stick to my brick house here in the UK. BTW as a retired UK firefighter I think those guys performed pretty poorly, supervision and direction was negligible.

Residential framing is only rated for 5-10 minutes of direct flame contact before it becomes a collapse hazard. In a heavy involved fire like that, there is not much you can do with 1 crew. Too risky to send a crew in if there are not trapped victims.

Was this building properly constructed? It appears that 1) The attic not properly fire stopped as required by current building codes. 2) The one hour rated shell in each apartment was compromised with penetrations. 3) There may have been field errors in construction of UL rated wall systems. Firemen did a good job fighting blaze; but life safety systems should have contained fire to a small area.

I don't know anyother depts. SOPS, so I will just say what we do. We are a smaller municipality in NY, First due engine WATER TO THE FIRE we run off of tank water until the first due gets backed up by the 2nd due...3-4 mins at most. a 1 3/4 pulled early to the seat of a fire can put it out 99% of the time if done aggressively. 3rd due takes a 2nd handline in to attack with first due crew. Our engines leave room in the front of the building for our trucks. They need to revisit their SOPS and take a hard look at what they do. All they did was push that fire on down the line..... stay safe god bless and go home in the morning plz

Yep...that's what we did, too. First in runs off tank first priority, hooks to hydrant second priority. Minutes count BIG TIME!!!

bizzo518 Ours runs with water supply as priority. First due supplies water and is IC. Tank water wont last long with 2 1 - 3/4. Gotta tag a hydrant first...

This is typical of many Florida Department. A lot of equipment but understaffed. Frankly, in Florida they don't care. It is all about saving tax payers money. I know I spend the winter there and have talked to many of the FF. The first in engine had the right idea but it looked like only 2 members. This is the reality in many cities today.

How to screw up a perfectly good structure in five easy steps! 1 Eventhough you see its in full bloom, DO NOT HIT A PLUG. 2. Open you deck gun so you can effectively use up the water you DO have, pushing the active fire THROUGH THE FIRE WALLS! 3.;By all means..please don't do a scene size up. You might figure out a fast attack right out of the gate will likely knock down the fire long enough for you to reverse lay and grab your second due. 4. Lay as much spaghetti as you can so if you DO grab a second due, they can't find their way TO YOU. And last but certainly not least, #5!!!! Please position your rig in the worst tactical place available AND make sure you depts name is boldly placed in front of the nearest professional camera man. I never comment on these things but...shhhhhhhhhit....
