As a probation/parole officer, in my personal opinion, this conversation needed to ended the 2nd he disclosed he was still serving a sentence, that's what a halfway house means. Also due to the seriousness of these offenses; weapons/attempt of murder convictions . Him giggling during this tough conversation is a declaration that he does not value his life, nor his children or any women that enters his life (arrested development).
